Joel Rifkin (born January 20, 1959) is an American serial killer who was convicted of murdering nine women between 1989 and 1993, although he is suspected of committing as many as 17 murders.

Rifkin's victims were primarily sex workers in New York City and Long Island. He would typically pick them up, engage in sexual activity, and then murder them. He would then dismember their bodies and dispose of them in various locations.

His crimes went largely unnoticed for several years. He was finally apprehended on June 28, 1993, after leading police on a high-speed chase on the Meadowbrook State Parkway. The body of his last victim, Tiffany Bresciani, was found in his car.

Rifkin was charged and convicted of nine counts of second-degree murder and sentenced to 203 years to life in prison. He is currently incarcerated at the Clinton Correctional Facility in Dannemora, New York.
